Why can't we stop spy ware in computers...?
We can. People simply choose not to. There are free software packages that will watch for and remove this stuff for free.
People would rather open every attachment that they get and risk their computer for 15 seconds of giggling at a dancing dog than update Anti virus and Anti malware software.

It will continue to be a problem as long as scammers can get Aunt Sally to say, "Oh, that dancing reindeer [in the attached .exe file] is so cute" and nobody tells her that "forward this to everyone in your address book" means "hit the delete key."

and the spiders and trolls are lurking out on the net for the people that don't activate their firewalls, anti-virus, malware and spyware software....they're careful out in real time but naive as a baby on the net time
They also don't unplug their computers from the telephone line hook when they're done it's like locking your door at night...

I'm not sure you need to go that far, man. Unless your PC is setup to answer incoming connections via the modem, you're fine with it plugged in.
